The GCCAI is an independent, non-commercial technical advisory and standard development organization mandated to protect civic communities globally from unquantifiable algorithmic risk.

We recognize the profound burden that the proliferation of probabilistic autonomous systems places on regulatory and engineering infrastructure. Because current models cannot deterministically bound their own outputs, dedicated public servants and fiduciaries are forced to expend massive human capital attempting to govern unpredictable behavior. We believe that public safety should not rely on endless manual oversight, and civic resources should remain focused on innovation and community growth.

To help alleviate this friction, the Secretariat has focused its resources on isolating a deterministic mathematical boundary for autonomous systems. By shifting safety from behavioral oversight to structural physics, we provide this baseline as a neutral public utility.

This provides an objective, deterministic reference point for civil authorities and regulators, offering a pathway to evaluate autonomous reliability without reliance on subjective commercial claims.

The GCCAI streaming autonomous safety standard is architecturally verified to ISO/IEC 15408 EAL7 design criteria — the same assurance standard recognized by the defense and intelligence communities of 31 member nations under the Common Criteria Recognition Arrangement (CCRA).

Prepared in alignment with the voluntary consensus standard objectives of OMB Circular A-119, the baseline provides a deterministic reference for domestic regulatory agencies overseeing autonomous systems. U.S. authorities — financial market integrity, securities oversight, insurance solvency, consumer protection — may reference this baseline directly.

The GCCAI’s structure has been formally notified to the DOJ and FTC under the National Cooperative Research and Production Act (NCRPA), 15 U.S.C. §§ 4301–4306. That filing is part of the public administrative record.


Formal Verification Registry

30 Proofs — 16 Domain + 14 Architectural Constraints

These are not qualitative guidelines. They are formally verified mathematical proofs, mechanically checked by Isabelle/HOL — the same theorem prover utilized by Cambridge University and TU Munich. The 16 domain proofs demonstrate that autonomous systems within each specific sector can be safely bounded. The 14 architectural constraint proofs achieve formal closure across all identified adversarial attack classes — including self-certification impossibility, performance non-regression, output provenance, and formal falsifiability.

Together, the 14 constraint proofs provide structural coverage across all four core functions of the NIST AI Risk Management Framework (Govern, Map, Measure, Manage) and all six core functions of the NIST Cybersecurity Framework 2.0 (Govern, Identify, Protect, Detect, Respond, Recover). The registry covers domains from Clinical Healthcare and Actuarial Underwriting to Power Grids, Aerospace, and Credit Systems. Each proof is independently verifiable by SHA-256 hash.

To the best of the Secretariat’s knowledge, no comparable formally verified specification providing simultaneous structural coverage across both the NIST AI RMF and the NIST Cybersecurity Framework 2.0 currently exists on the public record.

When the systems that serve communities — their hospitals, their power grids, their financial institutions — operate within mathematically verified boundaries, those communities are freer to grow.

Fiduciary Institutions

The mathematical baseline is available to fiduciary institutions seeking to verify their autonomous systems against the public standard. Alignment is maintained on FRAND terms as documented in the Institute’s Bylaws.

Lodgment, Reciprocity & International Framework

The GCCAI operates in alignment with the voluntary consensus objectives of OMB Circular A-119, which encourages domestic regulatory agencies to leverage independently developed consensus standards for autonomous systems. The standard's architecture is built to interoperate with the WTO Technical Barriers to Trade Agreement (Annex 3) and the IAF Multilateral Recognition Arrangement, providing a structural pathway for recognition across 164 WTO member states without redundant domestic re-evaluation.

The baseline is structurally aligned with the OECD AI Principles (endorsed by 42 nations), the Council of Europe’s Convention on Artificial Intelligence (the Convention), and the EU AI Act framework for high-risk autonomous systems. The Isabelle/HOL verification engine carries global academic recognition through Cambridge University, TU Munich, and INRIA.

The GCCAI’s structure and operational scope have been formally notified to the U.S. Department of Justice and the Federal Trade Commission under the National Cooperative Research and Production Act (NCRPA), 15 U.S.C. §§ 4301–4306. Formal transmittals have been provided to the SEC, NIST, FINRA, BIS, IAIS, Basel Committee, OCC, FTC, NYDFS, and NAIC as an evidentiary standard.
